The base: The base makes the walls more stabile, but it's not essential. The walls will stand even without the base.
Assembling the model
I think it would be more difficult to paint the model after assembly, so I painted the insides of the walls before gluing them together.
The inserts also make some parts hard to reach, so you should consider painting the layers separately before gluing them together.
It's very easy to build the model. You just glue the edges of the walls, push them together, and repeat it for the inserts.
