This is my review of Resident Evil: Welcome to Raccoon City, a survival horror action movie from 2021. It's about police officers trying to find what causes disturbances in their city. The Resident Evil: Welcome to Raccoon City film is watchable, but I only recommend it to fans of the genre.

If you'd like to be surprised by the Resident Evil: Welcome to Raccoon City film, I don't recommend you to watch the trailer, because it immediately starts with spoilers. It basically provides a summary of the film, up to the ending scene, it's only the very end we are not shown.

Review (spoiler-free) - Resident Evil: Welcome to Raccoon City, movie (2021)

I've seen the original Resident Evil series, but I've never played any of the Resident Evil games, although I know some basics about them. I probably knew that they are going to make a reboot, but I was surprised when it hit the theatres. As I'm interested in the series, I thought I'd give this a try, without watching the trailer or waiting for the reviews. Also, the inclusion of Kaya Scodelario in the cast was an additional incentive.

The Resident Evil: Welcome to Raccoon City movie is about police officers trying to find what causes disturbances in their city.

The story is okay, but it starts really slowly. The pacing and the mood is consistently bad - there are plenty of flashbacks, exposition scenes. There are no noticeable character arcs (or character personalities). I didn't find major logical problems, but lots of small ones, probably due to fan service moments. The interactions of the characters seem random, based on the plot instead of their background and personality.

The cinematography is okay, but nothing exciting. There are various sets, so might consider the movie visually interesting. The special effects are not very efficient. There are so many close-up and extreme close-up scenes, it looks like this was made for a small screen. Most of the scenes are dark, but as it's a horror film, and it plays at night, it okay.

Even though they could use the plenty of backstory for the characters from the games, we practically don't get to know them. The actors are okay, they are fine for these roles.

The music (by Mark Korven) is mostly just okay, but it also has some good moments.

Resident Evil: Welcome to Raccoon City is a watchable survival horror action film, that I think fans of the genre might enjoy.

My experience

I was not entirely satisfied with Resident Evil: Welcome to Raccoon City (2021). I would have preferred a more coherent and intelligent story.

Rating: Average (2 out of 3 points). Resident Evil: Welcome to Raccoon City is okay.

Enjoyment: Average (2 out of 3 points). Resident Evil: Welcome to Raccoon City is watchable.

Rewatchability: I'm not sure. I think it's mostly the surprise of the story that makes you feel interested. But if you liked it for the first time, you probably like it for the mood and the action scenes, so you could enjoy watching it again.

Chance of watching it again: Unlikely. Now that I know the story, there's probably no need to watch it again.

Chance of watching a sequel: Even though I was not thrilled by this film, I know I'll probably watch the sequel.

If you like horror or action thriller movies, you might like the film.

If you can get through the first half hour of the movie still interested, from then on it gets into gear, and you might even love this.

If you enjoyed the Resident Evil computer games, you might be interested in this story.

If you don't mind illogical elements in your movies, you can enjoy this.

If you prefer visuals over story, this movie is not that great in that aspect. Check the trailers before sitting down to watch this.

If you hate zombie movies, you should probably avoid this one, although it's not your typical zombie story.

Do you need to play the original games to enjoy this?

Although there enough explanations in the movie to understand what's going on, I'm sure you'll appreciate the movie a lot more for the fan service aspects if you've played Resident Evil and Resident Evil 2.

For me, who never played the games, some of these references were distracting and irritating.

Do you need to see the previous film adaptation to enjoy this?

No. The two stories are totally unrelated, with very thin similarities in their plot and setting.

Watching for plot points

If you are interested in horror stories, I think it's worth watching the Resident Evil: Welcome to Raccoon City movie for the plot points.

Should you watch this on your own screen at home, or is it worth going to the cinema?

The visuals probably look better if you watch it in cinema, but there are so many close-up shots, I feel that you'll get a similar experience on a small screen.

Review with spoilers - Resident Evil: Welcome to Raccoon City, movie (2021)

I didn't really like the Resident Evil: Welcome to Raccoon City movie, but it was okay.

The infected people looked bad. This might reflect how they look in the setting, I just didn't like them.

Most of the covers of the movie are okay, they doesn't say much, but they don't spoil the movie. Some covers are so vague, they don't even indicate what will we see.

The trailer

The trailer is basically a substitute for watching the movie.

If you prefer spoilers, it's a great trailer for the Resident Evil: Welcome to Raccoon City film. If you prefer to avoid spoilers, it will ruin the movie for you.

Promise of the first scene

In a boarding school, a girl sees someone sneaking into their dorm room. She follows the girl, who has some deformities, and who lives below. I assume the girl will try to come up with ways to communicate with this kid, or the inhabitants of that place below will come visit them more often in the future.

Execution: We got to see the strange girl once more, but that was it. I'm not sure I'm satisfied with the fulfilment of the promise.

Plot summary / Synopsis

There are kids living in a boarding school. A girl (Clair Redfield) sees a strange girl sneaking into their dorm room, and follows her. She talks to the strange girl (Lisa Trevor), who tells her that she lives below. The leader of the place (Neal McDonough as William Birkin) finds the girl, but her brother (Chris Redfield) tells the doctor that the girl tends to sleepwalk. It's later revealed that the place is an orphanage of the Umbrella Corporation.

1998.09.30: The girl (Kaya Scodelario as Claire Redfield), now an adult, is hitch hiking on a truck, to get back to Racoon City, where her brother, a policeman lives. While the driver is busy seducing the girl, they hit a woman walking on the road. While they are arguing what to do, the woman wakes up and walk away, then the dog of the truck driver licks the blood of the woman.

A team of police officers (Hannah John-Kamen as Jill Valentine, Tom Hopper as Albert Wesker, Chad Rook as Richard Aiken) are gathering are in a restaurant. There's also a rookie (Avan Jogia as Leon S. Kennedy). The rookie notices that blood comes from the bartender's eye, who reveals that it's been doing that for weeks.

The girl gets off the truck. After that, the dog seems sick, and he bites the hand of the truck driver.

The girl gets to the house of her brother (Robbie Amell as Chris Redfield). He doesn't welcome her, as she didn't even call him for five years. She tells her that she's heard from a whistle-blower (Josh Cruddas as Ben Bertolucci) that there's something wrong with the city.

We see the leader of the orphanage calming a girl who had a bad dream about a green monster. Then the leader gets a call, and tells his family to dress up as they have to leave.

Sirens start up around the city, telling people to stay in their homes. The policeman brother leaves to find out about this. The girl is attacked by an angry woman, so she takes the motorbike of her brother, and leaves.

Midnight: At the police HQ, they are told by their chief (Donal Logue as Brian Irons) to investigate some of the missing policemen, and try to find out what's up with the sirens. One of the policemen gets a device, with a secret message, that the city will be destroyed by 6 AM.

We see that most residents of the city we have seen have been infected. The truck driver runs into the police department, then his burning body needs to be shot be the police chief. The chief then transfers command to the rookie, and leaves in a car.

The police team arrives on a helicopter on the scene where they've found the car of the missing police officers. Following their trails, they get to a house (Spencer Estate).

When the police chief tries to leave the city, soldiers start shooting at him, so he escapes back to the police department, where he is attacked by an infected dog. The girl saves the chief. The chief comes up with the idea of getting to the helicopter, as they can't escape through the roads. The whistle-blower is found in the jail of the police station, but he gets bitten by a cellmate, and dies.

In the house, the team finds an infected eating one of the missing police officers. Then lots of infected attack them, taking down one of the team members.

We see that the helicopter pilot (Nathan Dales as Brad Vickers) is also attacked in the helicopter. He flies the helicopter into the house, blowing it up. The policeman with the device is able to use it to open a secret door.

The infected break into the police building, so the chief leads the girl and the rookie to the orphanage, as he knows there's a secret tunnel to the house where the others are. The chief is killed by a monster, but the strange girl appears and helps them defeat the monster. The strange girl leads them to the secret tunnel, and gives them the keys. They find a room with records and videos, and the girl starts to watch them.

The policeman with the device finds the secret laboratory of the leader. As he wants to get the research samples, he shoots the leader, and kills the wife of the leader, but he also gets shot, then he also gets shot by the female policeman, who arrives at the scene, as she though he would also kill the daughter of the leader. The policeman brother also arrives at the scene. The dying policeman tells them that the place will be destroyed, but there's a train tunnel leading out of the city. They take the daughter with them. The leader had time to inject himself with a serum before dying, so he wakes up, going through changes.

While the female police officer and the daughter escapes, the policeman brother stays back to fight with the leader. He is almost defeated, when his sister arrives, and shoots the leader. Everybody joins the escape attempt - the girl, her brother, the rookie, the female police officer, and the daughter.

6 AM: They board the train and try to leave but the explosion drives the train off the tracks.

The mutated leader attacks them. It's much stronger than before, but the rookie shoots it with a bazooka. Then the whole city is blown up, but the five of them walk out of the tunnel.

The dead policeman is resurrected by an agent (Lily Gao as Ada Wong). He gets sunglasses, as the resurrection made his eyes sensitive.

Resident Evil is set in an alternate fantasy Earth, in 1989.

There's the Umbrella Corporation, that has been developing ways to mutate living creatures.

The infection

It seems that the infection can be transmitted through bites. Ingesting the blood (and maybe other body fluids?) also causes infection. According to a man, they also put poison in the tap water to infect the population.

Zombies

They start to bleed from their eyes in the early stages. Getting infected body fluids inside the body causes a rapid infection. The infected starts to act aggressively. Regular wounds just hurt them, it takes a head-shot to kill them.

Licker

It's barely humanoid. It has a long tongue it can use to grab victims, then constrict and shred them. It is able to walk on the ceiling, and it can make large jumps. It took Lisa to kill the creature.

William Birkin

He died, but got injected with a serum, that resurrected him. He constantly goes on mutations, making him stronger and more dangerous.

The message of the story

I'm not sure there's one.

The structure of the story

The scenes of the Resident Evil: Welcome to Raccoon City film are mostly played in sequence, following the same storyline. There are plenty of flashback scenes.

There is no single viewpoint character.

It has the usual arc of the dramatic structure - introduction, action, resolution.

I don't think I have seen any other works of the writer / director (Johannes Roberts).

I have no clue, I've never played the game. From the looks, I assume they might have got the feel of the game.

We will see.

Truth to be told, I probably prefer Resident Evil (2002), although it was a totally different story, and it's been a while since I've seen it.

Analysis of the story - Resident Evil: Welcome to Raccoon City, movie (2021)

I mostly liked the story, although there were some problems with Resident Evil: Welcome to Raccoon City.

Problematic elements

The reveal of the orphanage: While this is a cool moment for those who know the background setting, for new viewers, who have no clue of what the Umbrella Corporation is, and what do they do in the orphanage, it doesn't mean anything.

Writing in blood: Why does the infected woman writes on the window before she attacks? (Update: In the game, this was a journal entry of a human slowly turning into a zombie. As he felt itchy, he scratched himself, and a drop of flesh fell off, that he ate. In the movie, it doesn't really make any sense.)

Creepy child: What does the child wants when he gets in the house and crawls under the table?

Radio silence: When the first policeman found that infected people attack them, why didn't they use their radio to tell it to the others.

Deaf police officers: While at the house, one of the teams was in a heavy firefight with the infected. The other team, in the same house didn't notice this.

Watching videos: They are running from infected creatures, trying to find a way out. Why does the girl spend time watching old videos? I get it that it's probably accurate to the games, and they are setting up the sequels, but still doesn't fit this movie.

The bazooka: How did the rookie get hold of a bazooka on the train?

The master plan: What was the plan of the Umbrella Corporation?

  • Did they really want to poison the people of the city? Why didn't they use regular poison? It would have been easier to deal with dead people than undead ones.
  • How did they keep the policemen healthy?

Possibilities of improvement

  • Most of the beginning could be trimmed. We don't really get to know the characters or the setting anyway, so cutting some scenes away won't matter.

How it could have been better?

Leave the girl (possibly to another story). Start with the police action.

Or ditch the police story, and build on the story of the girl, who tries to uncover what's happening, making this the "Alien" analogue of the franchise, than go full "Aliens" in the next one, covering the fight in the manor.

Scenario ideas - Role-playing game scenario ideas

  • A team member gets information that something dangerous or weird is going on at a place where one of his relatives / friends live.

Scenario ideas - Wargame scenario ideas

Double game: It needs to be organised by a neutral game master. There are two playing areas, that are set up by the game master, near each other. There's an exit zone at the edge of both playing areas - a secret path / tunnel leading to a supposedly safe area. The exit zones on the gaming boards should be close to each other. There's also a fortified place in the middle of the playing areas. There can be also weapon caches in hard to reach places, or good hiding places, that doesn't look very useful at first. The defenders of both playing area set up their forces anywhere on their playing areas. Then the attackers enter from the edges of the playing areas, in a overwhelming numbers. There might be multiple waves of attackers if you lack the models to put as many on the playing area at once, but in this case, tell the defender players that they see a lot more enemies advancing in the distance. The defender wins if they defeat all the attackers, or if their models escape through the exit zone. The attacker wins if they wipe out the whole defending force. When the first game ends (by one side winning, or the defenders escaping, pause their game. After the second game also ends, prepare the Combined game. If one of the players lost their defending force, start the Rescue team scenario.

Combined game: It turns out that the two defender teams meet in the middle, as the safe area they were looking for, was the other playing area. The playing areas are considered the continuations of each other, that can be reached through the edge where the exit zone is. Now, the edge of the playing area is the edge of those combined playing areas. The defender teams continue with the surviving forces from the previous scenario, but now the defenders can combine their forces to defeat the attackers on both sides. It's this time where they could use those weapon caches and hiding places, or good vantage points to their advantage. The defender players win if they defeat the attackers. The attacker players win if they defeat the defenders.

Rescue team: It's like the Combined game, but the player that was wiped out now leads a small assault team. Based on the setting, they can be deployed from a flyer in any place, or they start from one of the outer edges of the combined playing areas.

Limited time (harder for the players): Their command is aware of this attack. They intend to destroy the whole place in N turns. During the first scenario, tell the players that they have to defeat the attackers or leave the place by this time. When the first player ends the game, stop the timer. When the second player ends the game, compare their timers, and they continue the combined game at the higher timer count. If one of the players gets wiped out, they continue with Rescue mission continuing the timer of the other player.

Escape tunnel: There's a real exit from the place, that can be reached through the exit zone, but they have to activate an objective in both of the fortified places to open it. The game master puts an objective in both places, after the Combined game starts. If they open the tunnel, and get through it, set up the third playing area, that's an underground complex, with an escape point at the end of the tunnels. There's only a small number of attackers inside, but there can be some boss monsters lurking at the end. Also, the attackers can also enter the underground complex through the exit, so the defenders have to hurry to escape.

Cooperative mission: Allied teams are sent to the warzone. The defender sets up the playing area, with a defensible object (building) in the middle. The defender sets some objectives numbered 1-6 in the middle half of the playing area, face down. A player can only check the number on the marker, if they have a model touching the objective. The allied teams have the same army points combined as the defender. The defender units can start the game hidden. The allied teams have the mission to rescue some of their own people, trapped in the target zone. Their real mission is randomly drawn from a stack (or rolled by a game master). In order to meet their mission requirements, they are allowed to attack models of allied teams, but each model killed this way counts as one of their own casualty for victory purposes.

1-3: Rescue: Objective 1-3 designates the target people who needs to be rescued. After finding the objective, it can be attached to the model, and moves with that model, but the model can't do anything else, but moving at half speed, while carrying that person. The player wins if more than half of them gets rescued, while more than half of their own units survive.

4: Eliminate: Objective 1-3 designates the target people who needs to be killed. They knew too much, or they are considered traitors. After finding the objective, the player can immediately take the objective marker into his pool, without showing it to the other players. They can only do this, if no other models from allied teams see them. The player wins if all of the targets are eliminated, while more than half of their own units survive.

5: Secret treasure: Their commander knows that there's a treasure buried at Objective 4-5. After finding the objective, the player can immediately take the objective marker into his pool, without showing it to the other players. They can only do this, if no other models from allied teams see them. The player wins, if all of the treasures are found, while more than half of their own units survive.

6: Secret meeting: They are about to meet a double agent at Objective 6. After finding the objective, the player can immediately take the objective marker into his pool, without showing it to the other players. Limited time (harder for the players): The attacker is about to destroy the whole area (bombers, artillery, magical spell), that's why they've sent the rescue mission. Every model still on the playing area when the time runs out is considered a casualty.

Lots of hiding places (harder for the attackers): The defender puts twelve markers on the playing area, but only those marked with 1 to 6 are the real objectives.
